You have one of the early Vaults. Everything below is written for it.
Your screen is smaller and not touch-sensitive, so the codes rotate on their own and can't be swiped — wait for the one you want and it'll come round. And you have a small coloured light beside the screen showing the same lock state.
Nine times out of ten it's the cable or the plug, not the Vault. Use a normal phone charger, swap the cable even if it charges your phone perfectly, and if that doesn't do it, change both together — a cable that behaves with one adapter can sulk with another. Skip unpowered USB hubs.
All of them are real. Your Vault cycles through three every few seconds and, on this model, can't be paused. Wait for “Scan to join Wi-Fi” and scan that one first. Miss it and it's back round shortly.
That means it's working. The Vault has no internet connection by design. Read these instructions on a laptop or a second phone before you join, or the page disappears exactly when you need it.
Type http://192.168.4.1 rather than vault.local, check it's http:// and not https://, and turn mobile data off for a minute — some phones route around a Wi-Fi network with no internet.
